Opportunities for Businesses LMDC works in cooperation with its partners in the public and private sectors to coordinate long-term planning for the World Trade Center site and surrounding areas. Each government agency performs different tasks in the rebuilding process. LMDC also implements short-term initiatives to improve the quality of life in Lower Manhattan during the course of rebuilding. In executing its responsibilities, LMDC often requires outside resources to assist rebuilding efforts.

The Empire State Development Corporation (ESDC) is New York State’s economic development agency. It assists the start-up efforts of businesses, and also helps firms to relocate to New York State, to expand their operations, to enlarge their workforces, and to compete more effectively in the domestic and global market place. ESD administers several programs including the statewide Minority and Women Owned Business Enterprise (M/WBE) certification program. To become a certified New York State Minority and/or Women Owned Business, a firm must be at least fifty-one percent (51%) independently owned and operated by a minority individual and or woman. Minority is defined as: Black persons having origins in any of the Black African Racial groups; Hispanic persons of Mexican, Puerto Rican, Dominican, Cuban, Central or South American descent of either Indian or Hispanic origin, regardless of race; Native American or Alaskan native persons having origins in any original peoples of North America; or Asian and Pacific Islander persons having origins in any Far East countries, South East Asia, the Indian subcontinent or the Pacific Islands. The City of New York maintains a centralized bidders list that
is used by city agencies to solicit firms for procurements of $100,000
or less for information technology, $50,000 or less for construction
and construction related services, and $25,000 or less for goods
and services. Under certain circumstances some city agencies are
allowed to solicit vendors from the agencies’ prequalified

Port Authority of New York and New Jersey PANYNJ is responsible for physical and commercial development on the World Trade Center site and the construction of the World Trade Center Transportation Hub. The World Trade Center Transportation Hub will restore the WTC PATH terminal and underground pedestrian connections to Fulton Street and the World Financial Center. To conduct business with the PANYNJ, firms must fulfill registration and qualification requirements. Businesses must complete a Vendor Registration form and if appropriate, a PANYNJ Minority and Women Owned Business Enterprise certification application or a federal Disadvantaged Business Enterprise (DBE) certification application. To become certified as a Disadvantage Business Enterprise (DBE) a business must be 51% or more owned and controlled by one or more “socially and economically disadvantaged” individual(s) as defined by the federal Small Business Administration. PANYNJ offers a Special Vendors Program that provides set-asides, price preferences and subcontracting to certified MWBE and DBE firms. Metropolitan Transportation Authority The Metropolitan Transportation Authority (MTA) will carry-out important transit projects in Lower Manhattan, including the construction of the Fulton Street Transit Center and the rehabilitation and enhancement of the South Ferry Subway Terminal. In addition to these projects, the MTA will continue with improvements to several subway stations in Lower Manhattan. To perform work with the MTA as a Disadvantage Business Enterprise
(DBE) firms must be 51% or more owned and controlled by one or more
“socially and economically disadvantaged” individual(s)
as defined by the U.S. Department of Transportation. To perform
work with the MTA as an MWBE, firms must be an ESD certified MWBE
(www.nylovesbiz.com).
Battery Park City Authority Battery Park City Authority (BPCA) is a public trust corporation that coordinates residential and commercial development in Battery Park City. In the upcoming years BPCA will be developing several residential properties and a commercial property. The residential developments include sites 3, 16/ 17, and 23/ 24. The commercial development will be on site 26. All MWBE firms seeking to work with BPCA must be ESD certified.
